On June 30, 1977, following the adoption of the Constitution for the Federation of Earth, the Second World Constituent Assembly designated World Constitution and Parliament Association (WCPA) as the continuing agency to organize and develop all aspects of its plan to obtain the ratification and implementation of the constitution, in accordance with the provisions of Section 19.1 of Article 19 of the constitution.
