To obtain the ratification and implementation
of the Constitution for the Federation of Earth
(Adopted by the World Constituent Assembly, 30 June, 1977)
1977
- Print the Constitution for the Federation of Earth, together with the universal Call for Ratification by the Nations and People of Earth, and circulate worldwide. Print in at least 5 languages.
- Begin the ratification campaign in two parts: First by delivering the draft world constitution to the Heads of State, Heads of Government and Heads of National Parliaments of all countries. The procedure is specified in detail in Article XVII, Section A, of the draft world constitution. Also, prepare for the campaign for ratification by direct popular referendum or world plebiscite, to begin within 6 months after delivery of the draft constitution to national governments.
- Launch a finance campaign to obtain a base of $1,000,000 (U.S. dollars) per year for 5 years. One way this may be done is by obtaining pledges averaging at least $20 per year from 50,000 persons -- equals $1,000,000 per year. We can raise money in other ways, too, but we cannot depend on finding millionaire angels or other lucky breaks, so we need to push the grass-roots pledge campaign!
- For public visability, obtain endorsement of the Constitution for the Federation of Earth and of the ratification campaign by various prestigious persons and groups of persons: e.g., Nobel Laureates, starting with a group of 25 or so; former Presidents, Prime Ministers and Cabinet Ministers; performing artists; scientists, jurists, philosophers, professors, writers; and others.
- Organize action groups in at least 20 countries to carry forward the ratification campaign and to prepare for convening the Provisional World Parliament by 1980. (Action groups may conveniently be formed as national branches and local chapters of the World Constitution and Parliament Association, which will organize and develop all aspects of the 5 Year Plan. Cooperating organizations mq affiliate with the World Constitution and Parliament Association.)
- Begin a series of ''World Federalist Papers," to discuss, clarify and elaborate on various important features of the Constitution for the Federation of Earth. Resume publication of Across Frontiers as the bulletin of the campaign.
- Establish and activate the following special commissions, as specified in Article XIX, Sections A and B of the draft world constitution:

1978
- The ratification campaign should be developed as rapidly as possible wherever possible, but for strategic purposes it may be concentrated or intensified in those areas where favorable responses are most likely, and then expanded. Thus, concentrate the campaign in the first 5 countries for ratification by national governments, in the first 5 universities and colleges for university or college ratification, and in at least the first 5 communities or World Electoral Districts for ratification by direct popular referendum or world plebiscite.
- Extend the financial and publicity campaigns in every way possible.
- Organize action groups or branches of the World Constitution and Parliament Association in twice as many countries.
- Begin a large scale campaign of advertising and articles in magazines and periodicals of many countries. Since we cannot depend, at first, upon getting periodicals to publish articles or report news about the world constitution, we should publicize by a series of full page/half page and other advertisments in at least 50 magazines of several countries - to promote ratification, contributions, volunteer help, and elections to the 1980 Provisional World Parliament. At the same time, aim to get many periodicals to carry news and discussion of the developing campaign in every issue -- e.g., by a "syndicated colunm" and frequent reports sent to cooperating publications.
- Organize and hold the 1978 sessions of the World Constituent Assembly in. Sri Lanka, with particular emphasis on promoting the ratification campaign in South Asian and "Third World" countries, as well as elections to the Provisional World Parliament.
- At the Sri Lanka Assembly, announce the formation of a Shadow World Cabinet as a precursor to the Provisional World Governments A main function of the Shadow World Cabinet will be to formulate a comprehensive world legislative program on the most crucial world problems, and to dramatize the coming world parliament and world government as the hopeful rallying ground for lmmanity.
1979
- Focus action on the promotion of elections to the Provisional World Parliament, scheduled to convene in 1980. Announce the time and place for the Parliament.
- Extend the campaign for ratification in every way possible: Specifically, make concentratedc:ampaigns in 10 more countries for ratification by national governments, at 10 more universities and colleges, and in at least 10 more communities or World Electoral Districts for direct popular ratification.
- Organize and hold Regional Assemblies of the World Constituent Assembly in Africa and in South/Latin America, with particular emphasis on promoting ratification of the Constitution for the Federation of Earth and elections to the Provisional World Parliament, as well as the formulation of legislative proposals for the Parliament.
- Organize two more of the special commissions defined in Article XIX, Sections A and B: (c) World Developnent Commission. (d) World Disarmament Commission. Also, activate several sub-commissions under (h) on each of several of the most urgent world problems, in preparation for convening the Provisional World Parliament.
- Reach the goal of $1,000,000 per year, if not sooner; then double the goal with a contirmed financial campaign.
1980
- Organize and hold Regional Assemblies of the World Constituent Assembly in North America, Europe, and the Pacific Area. Possibly some of these Assemblies can be held in 1979.
- Push the entire campaign forward in every way possible, along lines already begun and in new ways as well:
Ratification: Extend intensive efforts to 10 more countries for ratification by national governments, to at least 10 more universities and colleges, and in at least 10 more communities or World Electoral Districts for direct popular ratification.
Finances: Seek basic pledges totaling $2,000,000 per year, and develop other financial sources, including constituency pledges to sustain the first session of the Provisional World Parliament for 3 months full time.
Elections: Promote constituency elections to the Provisional World Parliament. - Organize and convene the Provisional World Parliament before the end of 1980, to remain in working session for at least 3 months. During this session of the Parliament, organize and announce the beginning of the Provisional World Government. The procedure is outlined in some detail in Article XIX of the draft constitution, including a definition of first actions to be taken by the Provisional World Parliament and Provisional World Government.
1981
- Feature the first actions taken by the Provisional World Parliament and Provisional World Government, particularly concerning the most critical world problems. (Refer to Article nx, Sec. E, and list of actions defined in Article XVII, Sec. C-12.)
- Extend the entire campaign in every way possible, with concentrated efforts in perhaps 20 more countries to obtain ratification by national governments, at 20 more universities and colleges, and in at least 20 more communities or World Electoral Districts for direct popular ratification.
- Reach the financial goal of $2,0001 000 per year. Double the goal!
- Convene a second session of the Provisional World Parliament, and promote elections thereto.
- Prepare the World Disarmament Agency and the World Development Agency for functioning during the First Operative Stage of World Government.
- Develop the "world brain" aspects of the Integrative Complex of the World Government, as defined in Article VIII of the world constitution.
1982
- Reach the First Operative Stage of World Government, before the end of 1982, as defined in Article XVII, Section c, of the Constitution for the Federation of Earth.
- Implement Article XVII of the world constitution.
- Meanwhile, contirme the ratification campaign!
