Provisional World Electoral Districts or Provisional World Districts are 1000 political divisions created for the purpose of organizing elections and ensuring equal representation, subject to redistricting every 5 or 10 years. Each electoral district represents approximately 9,539,918 (or roughly 9.54 million) people, based on the current estimated world population (9,539,918,089 on 31st Dec. 2024).

Vote in Referendum and ElectionIan Hackett's Districting Plan (1973):
In 1972–73, Ian Hackett from the International School of London (ISL) in the UK first attempted the districting, which he published in August 1973 in his book The Spring of Civilization.
In 1975, Dr. Hanna Newcombe, director of the Peace Research Institute, Canada, updated it using data from the 1975 Census.
