Provisional World Electoral Districts

(basic structure of the Provisional World Government)

Provisional World Electoral Districts are 1000 political divisions created for the purpose of organizing elections and ensuring equal representation, subject to redistricting every 5 or 10 years. Each electoral district represents approximately 9 million people, based on the current estimated world population (9,539,918,089 on 31st Dec. 2024).

Hanna Newcombe's Districting Plan (1975):

In 1975, Dr. Hanna Newcombe, director of the Peace Research Institute, Canada, first attempted the districting using data from the 1975 Census. Her work built upon a model developed by another world federalist, Ian Hackett, between 1972 and 1973.2
