All members of the World Parliament, regardless of House, are designated as Members of the World Parliament (MWPs).1
During the Provisional Stage:
1. Elected from WEADs: Members of the World Parliament to the House of Peoples who are elected from World Electoral and Administrative Districts (WEADs) up to the time of convening the Provisional World Parliament. Members of the World Parliament elected to the House of Peoples wlll continue to be added to the Provisional World Parliament until the first operative stage of World Government is reached.
2. Elected by national legislatures or Appointed by national governments: Members of the World Parliament to the House of Nations who are elected by national legislatures or appointed by national governments up to the time of convening the Provisional World Parliament. Members of the World Parliament to the House of Nations will continue to be added to the Provisional World Parliament until the first operative stage of World Government is reached.
3. Nominated by universities and colleges: Those universities and colleges which have ratified the World Constitution may nominate persons to serve as Members of the World Parliament to the House of Counsellors. The House of Peoples and House of Nations together may then elect from such nominees up to fifty Members of the World Parliament to serve in the House of Counsellors of the Provisional World Government.
