Due to self-executing provisions of the Constitution for the Federation of Earth, upon its adoption by the Second World Constituent Assembly (1977) a Provisional World Government was officially established on June 30, 1977. As the newly established constitutional framework came into effect, this process marked the transition from the constituent phase to the constitutional or government phase.
