As part of our ongoing efforts to address and mitigate the risks of scams and misinformation, we hereby notify the public of certain websites that are classified as obsolete, former, or unauthorized. These websites might be outdated, no longer active, or may falsely claim affiliation with official entities. • wcpa.world: By former Communications Coordinator of WCPA in association with fraudulent former President of WCPA (since January 2024)
  Organizational Fraud: A website that presents itself as a branch of an organization while covertly pretending to be the organization itself.
  Impersonation/Identity Fraud: Impersonation as Secretariat - the office of the Secretary General/Secretary of WCPA.
  Donation-Based Recognition Scheme/Money-for-Titles scam: Exploit individuals' desire for recognition and affiliation with a high-profile cause or individuals.
  Unauthorized Credentialing: Issuance of unauthorized credentials/ids.

Information on Rogue Government Bodies:

• Earth Constitution Institute (ECI) - www.earthconstitution.world:

  Following the adoption of World Legislative Act #4 by the First Provisional World Parliament in September 1982, the Charter for a Graduate School of World Problems (GSWP), as the first part of a World University System, was granted. Under this charter, Graduate School of World Problems was incorporated in Lakewood, Colorado on October 5, 1984 and the primary campus of the Graduate School was incorporated in Radford, Virginia, U.S.A. on February 5, 2003. The primary campus of the Graduate School was named the Institute on World Problems (IWP), favorable to national and state laws.
  After the passing of Dr. Terence P. Amerasinghe in 2007, the Institute on World Problems (IWP) ceased fulfilling its educational mission and instead began conducting WCPA activities, effectively going rogue. It started openly soliciting funds for entities related to the Provisional World Government (World Government), such as the Provisional World Parliament and World Districts, rather than for educational activities. These actions constituted multiple violations, particularly of the Articles of Incorporation and Bylaws of both organizations, resulting in ultra vires acts and breaches of fiduciary duties, which constitutes grounds for a derivative suit. The institute further tampered with the constitution, and Glen Martin published and distributed this illegal, invalid subversion of the constitution, which he called the 'Earth Constitution' (see Information on Forged Constitutions). He began selling it for profit and made false claims that it was the original constitution adopted by the world assemblies. Additionally, the name of the Institute was changed to the Earth Federation Institute (EFI) in 2019 and subsequently to the Earth Constitution Institute (ECI) in 2020, ostensibly to establish a connection to the counterfeit constitution.
  Glen Martin, director of ECI, made false, illegal and irrational claims in December 2023 that the World Constitution and Parliament Association (WCPA) is registered in Virginia also i.e. Earth Constitution Institute. He further claimed in his email dated December 20, 2023, that the by-laws of the Earth Constitution Institute (ECI) in Virginia are also the by-laws of the World Constitution and Parliament Association (WCPA), which is registered in Colorado. Based on these claims, he attempted to dissolve the WCPA registered in Colorado in December 2023, a move that was subsequently rectified by the long-serving Trustee and Secretary General of the WCPA. Since April 6, 2024, Earth Constitution Institute has registered the name World Constitution and Parliament Association (WCPA) with State Corporation Commission (SCC) of the Commonwealth of Virginia as a "Fictitious Name" of the ECI in it's ongoing illegal, fraudulent, misleading, and deceptive efforts to lend legitimacy to these assertions. And further created illegal websites: wcpa.world, provisionalworldparliament.org, earthfederation.world.
  This is a bizarre case in which a campus of the World University System, operating under the Department of Education of the World Administration, World Government, attempted to take control of and absorb the WCPA, the organization responsible for taking care of the entire World Government and its organs in the first place.

  Actions taken: The State Corporation Commission (SCC) of the Commonwealth of Virginia, a state agency with regulatory authority over businesses in Virginia, has been duly notified. The government has officially declared the Institute on World Problems (renamed the Earth Constitution Institute) a campus of the Graduate School of World Problems, Department of Education, World Administration, World Government, to be illegal and unauthorized. This body has been disbanded, and any activities associated with it are considered void and invalid.

On December 28, 2023, the Articles of Dissolution were unlawfully filed by Glen T. Martin to Office of the Secretary of State of the State of Colorado, falsely declaring the World Constitution and Parliament Association, Inc. registered in Colorado, USA as 'Dissolved'. This action involved misleading other directors by falsely claiming that the WCPA was registered in multiple states. By executing such actions, the individual and his associates have effectively disassociated themselves from the organization, thereby relinquishing any official capacity or authority within the World Constitution and Parliament Association, Inc. registered in Colorado, USA and its affairs. Ideology out, convenience in: There was mounting evidence that parts of the constitution and the primary directive, with which WCPA was tasked by the Second World Constituent Assembly (1977), had been set aside, suspended, or subverted over the past one and a half decades, a direct violation of the Section 18.6 of Article 18 and Article 19 of the Constitution for the Federation of Earth.

Actions taken: The World Government and WCPA has taken all necessary steps to address the implications of this misconduct and to ensure the integrity of its operations moving forward.
