The World Government, officially the World Government for the Federation of Earth, is a non-military, democratically structured, federal government of a limited world federation with ultimate sovereignty residing in all the people who live on Earth. It has been established to devise and implement solutions to all problems which are beyond the capacity of national governments, or which are now or may become of global or international concern or consequence.
Since its establishment by the Second World Constituent Assembly in 1977, the Government has been in its provisional stage.
A 'limited world federation' refers to a type of global political structure where sovereign states retain a significant degree of independence and authority, but they come together under a central governing body for specific, agreed-upon purposes. In this system, the central authority of the federation is limited in scope, focusing only on areas where global cooperation is necessary—like trade, security, environmental protection or human rights—while leaving other matters, such as domestic governance, to individual states.

On June 30, 1977, following the adoption of the Constitution for the Federation of Earth, the Second World Constituent Assembly designated World Constitution and Parliament Association (WCPA) as the continuing agency to organize and develop all aspects of its plan to obtain the ratification and implementation of the constitution, in accordance with the provisions of Section 19.1 of Article 19 of the constitution. Preparatory Commissions were established in 1977 in order to proceed with the Provisional World Government. Commissions on particular world problems works on the preparation of proposed world legislation and action on each problem.
Provisional World Parliament (PWP) is a transitional legislative body convening in joint session of all 3 houses of the World Parliament along with the members of the PWP. It has convened regularly since 1982, with its most recent session occurring in 2007.
Consisting of a Provisional World Presidium and an Executive Cabinet, elected by and responsible to the Provisional World Parliament, the Provisional World Executive serves for the welfare of humanity.
Established in 1982, Provisional World Judiciary (PWJ) is an organ of the Provisional World Government. It consists of a Provisional World Supreme Court, together with such regional and district World Courts.
Established in 2003, Enforcement System Pro Tempore is an organ of the Provisional World Government, responsible for upholding world law and legislation, operating within a peaceful, non-military framework.
World Administration (WA) is composed of professionally organized departments and other agencies that carry out the detailed and continuous administration and implementation of world legislation and world law.

Read moreIn 1937, Rosika Schwimmer formed the Campaign for World Government with Lola Maverick Lloyd, the first World Federalist organization of the 20th century. The campaign aimed to establish world governance and an International Criminal Court to address human rights issues. Such a democratic world government would represent the interests of the world's people, rather than merely the national interests of member states. Edith Wynner, secretary to Rosika Schwimmer and leader of the international campaign, established connections in Europe which led to the foundation of the Crusade for World Government in England.

Together with Philip Isely, Read travelled the world seeking support. Leading the World Constitution Coordinating Committee (WCCC), Thane Read initiated a joint appeal by renowned individuals from around the world, which resulted in the issuance of the "Call to All Nations." The Call urged nations to send delegates to participate in a world convention tasked with drafting a constitution for a democratic federal world government.

Read moreDr. Terence P. Amerasinghe was of Gray's Inn, Oxford, Bar-at-Law and Attorney-at-Law of the Supreme Court of Sri Lanka. He had worked in similar fields in Ceylon (later Sri Lanka), the U.K., and the U.S.A. His work for World Government was notably similar to that developed by Philip Isely in the U.S.A. The two communicated and collaborated starting in 1954. Along with others on the Drafting Commission for the Constitution of the Federation of Earth, Dr. Amerasinghe contributed to the constitution that was adopted by the Second World Constituent Assembly on June 27, 1977. Utill his passing in 2007, he was a tower of strength, a leader and a guiding light to all members of the WCPA worldwide.
